The Special Scholarship Program at Kochi University of Technology is a fully funded route to a doctorate in Japan, and it has been running since 2003. So it’s well established rather than a one-off. KUT, a public university in Kochi Prefecture, uses it to bring highly capable doctoral students into its active research projects, and each year it enrols roughly 15 SSP students who study for a PhD in English while working alongside a host professor.
This is a research doctorate in engineering, taught in English over three years, and it’s open to international applicants from around the world, which includes students across Africa. The funding is comprehensive and the monthly payment is real money in your pocket, so on paper this is one of the stronger fully funded PhD options in Japan.
There is one thing that shapes everything about how you apply, so absorb it now: you cannot submit a formal application until a KUT professor has agreed to supervise you. The process starts with a pre-application to a specific supervisor, and only if they say yes can you formally apply. No supervisor, no application. That single step is where your effort should go first.
Scholarship benefits
- Full fee exemption for the three years: the 15,000 yen entrance examination fee, the 300,000 yen enrollment fee, and tuition of 535,800 yen per year are all waived.
- A monthly scholarship of 150,000 yen to support living expenses, paid for three years in return for your contribution to your supervisor’s research project.
- A one-time payment of 150,000 yen toward travel and initial living costs, given only to international applicants living outside Japan who hold, or intend to acquire, “Student” residence status on entry.
- Study in a multidisciplinary, English-language doctoral environment, with English technical and research writing classes provided to first and second-year students.
- Assistance from KUT in finding single accommodation if your residence status is “Student” — for example the International House on the Kami campus, subject to vacancy.
- The option to take on teaching or research assistantships within KUT, in principle up to 40 hours per month.
Two honest caveats. The living-cost payment is described as a scholarship in return for research work, and if you also receive another institution’s scholarship or financial assistance, your monthly SSP payment will be adjusted under KUT’s rules, you generally can’t stack it with another award. And some smaller charges still fall to you: around 33,000 yen for insurance for newly admitted foreign doctoral students, and about 10,000 yen for alumni association dues.
Eligibility checklist
✔ You have permission from your preferred SSP supervisor to apply. This is the first condition, and without it you cannot formally apply.
✔ You hold, or are scheduled to obtain before enrollment, a degree comparable to KUT’s master’s degree, following 18 years of education.
✔ You are 35 years old or under at the time of enrollment, in principle.
✔ You have an excellent academic record, with strong bachelor’s and master’s degrees from reputable universities.
✔ You have the intention, knowledge and research skill to work in your chosen research field.
✔ You meet the English requirement: a minimum of TOEFL iBT 72 (Writing 17), IELTS 5.5 (Writing 5.5), CET-6, or WSK (PETS-5). You may be exempt from submitting a score if you meet certain conditions.
Application tips for African students
- Win a supervisor before anything else and start early. The whole application hinges on a professor agreeing to host you. KUT recommends sending your pre-application request at least eight weeks before the formal deadline, so with a 16 October 2026 deadline you want your pre-application in by around late August 2026 at the latest. Read the SSP supervisor list, pick projects that genuinely match your master’s work, and write to them specifically.
- Use both of your pre-application slots wisely. You may send a pre-application request to a maximum of two supervisors. Choose two whose research fits you well, but if both say yes, you must pick just one for the formal application.
- Respond the moment a supervisor contacts you. KUT states that if a preferred supervisor doesn’t reply within two weeks, your pre-application is treated as rejected and that when they do contact you, you must respond promptly. Watch your email closely after applying.
- Prepare your documents in parallel, because the formal set takes time. KUT explicitly warns that preparing the formal application takes considerable time, and the completed documents must physically arrive at KUT by post by the deadline, not be postmarked, but arrive. Factor in international postage from Africa, which can take one to two weeks.
- Get your master’s certificate and transcripts certified early. If you’re still completing your master’s, you’ll need a verified original certificate in English or Japanese before you can enrol without it, you will not be enrolled. Certification and translation of African academic documents routinely takes weeks.
- Sort your English evidence up front. Have your TOEFL, IELTS or equivalent result ready, and check whether you qualify for the exemption before assuming you need to sit a test.
- Be ready for an online interview and a subject exam. Admission is decided on your documents plus an interview and a specialist-subject examination, usually conducted online by the supervisor. Have a photo ID such as your passport ready to show at the start of the interview.
How to apply
The application runs in a strict sequence, and the supervisor step comes first. Follow these steps:
- Step 1 — Choose up to two supervisors. Review the SSP supervisor list and select a maximum of two whose research projects match your background and interests.
- Step 2 — Submit the online pre-application. Send a completed Online Pre-Application Request to your chosen supervisors through KUT’s pre-application form. If a supervisor doesn’t respond within two weeks, treat that request as rejected.
- Step 3 — Obtain permission and choose one supervisor. Once a supervisor agrees to proceed, select a single preferred supervisor for your formal application.
- Step 4 — Submit formal documents by post. Complete all required documents and send them so they arrive at KUT by post before the deadline. For April 2027 enrollment the deadline is 16 October 2026, with admission decisions in mid-December 2026 and a registration deadline of 15 January 2027.
- Step 5 — Sit the screening. Attend the interview and specialist-subject examination, generally held online between October and November and conducted by your supervisor.

When is the deadline?
For April 2027 enrollment, formal application documents must arrive at KUT by 16 October 2026, with admission decisions in mid-December 2026. There is also an October 2027 enrollment intake with an application deadline of 9 April 2027. Enrollment takes place in April and October each year.
Do I need to find a supervisor before applying?
